Freetown Conservation Commission Grants Three Land-Use Approvals, Votes 12-Month Extension

FREETOWN — April 10, 2023 — Freetown Conservation Commission approved three wetlands buffer determinations and cut a requested three-year project extension to 12 months at its April 10 meeting. The board, meeting remotely under extended state emergency accommodations, voted unanimously to issue Negative Determination Number 3s for 7 Freeman Circle (two-tree removal), 265 Bullock Road (drainage ditch fill and 12-inch pipe installation for lafountain LLC, represented by Nile Zager of Zenith Consulting Engineers), and 21 Elm Street (residential addition for John Fasciano Jr., also represented by Zager, with a spoils-containment condition attached). On the long-running Lamb's Village order of conditions near East Chipley Road, the board rejected a three-year renewal in favor of 12 months, with the chair citing a new policy of requiring demonstrated progress. The commission also directed staff to continue pursuing an outside enforcement consultant — budgeted funds are available — to address a stop-order violation at 112 South Main Street, with a DEP-assisted site visit tentatively set for April 21 or 24.
