Freetown Select Board Approves $265,000 Sewer Transfer, Multiple Contracts

FREETOWN — July 15, 2025 — Freetown Select Board unanimously approved six spending items totaling more than $430,000 at a brief July 15 Zoom meeting. The largest action was a $265,000 appropriation transfer within the water-sewer fund to cover an unexpected sewer-use charge caused when Stop and Shop drained its internal system into the town's sewer line; Town Administrator Deborah Petty told the board Stop and Shop has since paid the bill in full. The board also approved a $72,445 change order with Riverhawk Environmental for post-closure landfill monitoring that now includes state-required PFAS testing, a $5,800 contract with Environmental Partners LLC for emergency sewer discharge sampling, and roughly $82,000 for the purchase and outfitting of a new water-sewer truck authorized at the June 2 Town Meeting. Petty was appointed parking clerk through June 30, 2026 — a procedural step to allow a Plymouth County parking appeals representative to handle appeals on the town's behalf — and the board authorized a design services contract with Johnson Roberts Associates for the public library and Council on Aging facility.
