Freetown Select Board Approves $214,495 Municipal Complex Site Study, Flock Safety Camera Deal

FREETOWN — June 29, 2026 — Freetown Select Board approves municipal complex site study, license plate readers, and budget software in marathon session. The board unanimously approved a $214,495 contract with River Hawk Environmental for feasibility and permit-ready design work at a proposed municipal complex site across from the town's elementary school, calling the engagement the essential first step on a parcel complicated by wetlands and endangered-species habitat. The board also voted to allow Flock Safety to install automated license plate reader cameras at High Street, Bell Rock Road, and Copacut Road on behalf of the city of Fall River, with Chair Craig Zaga saying he had investigated constitutionality concerns before concluding the technology is legally equivalent to a doorbell camera on a public street. The board approved a $15,000-per-year budget software subscription with ClearGov and a $228,000 FY2027 insurance package with USI, and rescinded and re-awarded both a fence contract at Freetown Elementary School — going to GA Fence at $29,700 — and a road resurfacing contract for Simmons Street, awarded to Pawtucket Hot Mix Asphalt Inc. at $94,700, after the lowest bidders on each project were found non-responsive for failing to acknowledge required addenda. A vote on a license extension for the Freetown Regional Food Pantry — needed before a July 1 grant deadline to fund a walk-in freezer — was unable to proceed after one board member recused himself due to a conflict of interest and a second member was absent, leaving the board without a quorum.
