Zoning Board delays two major cases pending further notice

FREETOWN — The Zoning Board of Appeals continued two significant appeals without ruling. Chair Nicolas Velozo, with Members James Frates and Shawn Loranger present, voted unanimously to postpone both cases to February 4, 2026. Case 620 involves 16 Locust Street, where applicant Geoffrey Baylies appealed a decision classifying his insulation business as unpermitted; Building Commissioner Carl Bizarro documented zoning violations, excessive vehicles, and code breaches, and the Board directed Baylies to pursue site plan review.
Case 621 concerns 89 Chace Road, where applicant John Mello appealed a 90-day temporary Certificate of Occupancy limited to 20 trucks daily; the Board declined to take a preliminary vote to allow continued operations, citing incomplete abutter notification.
