Planning Board reorganizes leadership; composting hearing continued to August

FREETOWN — Planning Board re-elects leaders in routine reorganization. The Board unanimously retained Chairman Chad S. Carvalho and Vice Chairman Christopher Mello.
In public hearing, the Board continued a Special Permit application for commercial composting at 0 Thomas Lucas Lots, Off Chace Road, to August 4, 2026, with all reports required by September 1, 2026, and authorized the town to conduct an independent peer review thereafter. Two other site plan and special permit applications at 170 and 186 Middleboro Road were continued to May 5, 2026, as was a Minor Site Plan Review for 16 Locust Street. The Board unanimously voted to restrict battery energy storage systems to Industrial Zones only, removing General Use Zoning from the proposed bylaw.
