FREETOWN — Planning Board approves minutes and continues two applications for later hearing dates. Chairman Chad S. Carvalho and all six voting members present on March 17 continued the Special Permit application for Commercial Composting at 0 Thomas Lucas Lots to April 21, 2026, and the Site Plan Review for 170 Middleboro Road to April 7, 2026, after receipt of a peer review by Apex Engineering.
The Board approved submission of Articles for the Annual Town Meeting Warrant to amend the Zoning Bylaw definitions and to adopt a Battery Energy Storage System Bylaw specifying setback and permitting requirements by tier; the Board also directed staff to research grant funding for a broader update to subdivision and stormwater regulations and designated October 1, 2026, as the deadline to decide whether the Town will accept consolidated state applications for battery energy storage systems.
