Freetown library expansion advances to design phase following project manager debate. The COA Library Community Building Committee voted unanimously to retain P3 as project manager for the $9.5 million expansion despite concerns from Library Director Nikole Kelleher and COA Director Rebecca Frias about communication gaps, delayed documents, and inadequate marketing materials during planning. P3's Dan Pallotta argued that compressed timelines and the Massachusetts Board of Library Commissioners' review requirements created structural constraints, cautioning that replacing the project manager would add two months to a project already five weeks behind schedule since the June 1 town meeting vote.
The committee designated Kelleher and Committee Member Patricia Demanche for contract negotiations and unanimously retained Architect Phil O'Brien.
